In an effort to maximize my time and have no excuse to not work out, I have been thinking about bringing some handweights Iwith the plates) and an aerobic step. I already have a stability ball in my office. Would this be sufficient to create a decent strength training routine to do during lunch?

    Yes.

Step 1: Set stability ball aside.
    Step 2: PIstol Squats
    Step 3: Handstand pushups

If above can't be accomplished do easier version, such as split squat and push ups

Hahaha! Yeah, handstand pushups are well above my fitness level... not quite sure what a pistol squat is.... yet...

Yep - what I did in between seeing clients today:

    Side Lunges
Squats with three second pause in the squat position
    Romanian Single Leg Deadlift
    Side Crunches

    Yesterday:

    Close hand pressups
    Military Pushups
    Chair Dips
    Tripod Headstand

The only movements I find difficult at work are pulling exercises as my employers take a dim view of me doing Let-me-ins and Door Pullups on the office doors. So I leave my pulling day until I get home.

But yeah - definitely possible and I'm seeing strength gains I am happy with and I am benefitting from being stronger for yoga.
