In an effort to maximize my time and have no excuse to not work out, I have been thinking about bringing some handweights Iwith the plates) and an aerobic step. I already have a stability ball in my office. Would this be sufficient to create a decent strength training routine to do during lunch?

Yes.
Step 1: Set stability ball aside.
Step 2: PIstol Squats
Step 3: Handstand pushups
If above can't be accomplished do easier version, such as split squat and push ups0 -
Hahaha! Yeah, handstand pushups are well above my fitness level... not quite sure what a pistol squat is.... yet...0

Yep - what I did in between seeing clients today:
Side Lunges
Squats with three second pause in the squat position
Romanian Single Leg Deadlift
Side Crunches
Yesterday:
Close hand pressups
Military Pushups
Chair Dips
Tripod Headstand
The only movements I find difficult at work are pulling exercises as my employers take a dim view of me doing Let-me-ins and Door Pullups on the office doors. So I leave my pulling day until I get home.
But yeah - definitely possible and I'm seeing strength gains I am happy with and I am benefitting from being stronger for yoga.0
