Does anyone know about how often I would have to workout my arms before seeing a result? Obviously I know its hard to get a definitive time span but approximately? 3x a week for 15-20min. Would it take 3 weeks, 4?

Define result. Strength gains, Muscle size increase or better definition? How much?
You'll probably be better off doing a full body routine. That'll strengthen you overall and help cut down on body fat, especially if you watch your diet a the same time.
I've been lifting for about 4 weeks now, doubled my (tiny) starting weights, can tell things are shifting, but nothing I can put my finger on yet.0 -
You should be able to notice a difference in strength almost right away- every few days you will be able to lift a little more. Muscle size and definition take a lot longer. If you are not carrying a lot of extra weight (fat) I would say give is 6 to 8 weeks to see a change....0
