Stupid question but dry or liquid measuring cup?

Stupid question but dry or liquid measuring cup if I'm to measure ice cream? I don't have a food scale. Thanks!

Not a stupid question at all!

The right answer is neither - get a scale.

If you're not going to do that, it doesn't really matter, either measuring method will give you about the same level of inaccuracy.

Assuming we're excluding the vastly superior option of using a scale, I would use a liquid measuring cup (the volumes should be the same) because they are clear and you could see whether you had eliminated the air pockets so that you're actually getting a true volume measure. Of course, that assumes that the package labels are for true, no-air-pockets volumes....

I think you could probably find ice cream scoops on-line or in specialty cooking shops that are quarter-cup or half-cup scoops.
