Love Handles and lower abs.

I've recently (the last month) have started doing cardio as a part of my weekly routines. On Saturdays I run ththe track and stadium stairs at the high school in town. I'm happy with my results everywhere on my body except my lower and and love handles. Is this just the last place bodies let fat burn or what?
