I don't think there's a way for us to predict that but I am going to guess it will take quite a while.

It seems like the world is made up of skinny calved people and big calved people and that it's hard to move toward the middle from either direction.

As a lifetime member of #teamnocalves, I can commiserate.

You're just going to have to be in a calorie surplus and work the $h!t out of them and see how they respond to different exercises, rep schemes, etc until you find what works for you.

It's a body part a lot of people have a hard time bringing up. Some people do nothing specific and have monster calves....

My husband has monster calves. I recently remarked that I think he has great calves and he said that he's always thought they were too big. I told him that it seems like the most common body part for people to be unhappy with no matter what the size.

Years of skateboarding have left me with a larger right one. It's the only activity that's ever had any profound effect on my calves. Still 25 years later there's a noticeable disparity between them.

I should probably take up skating again as a goofy and even them up...

Calves are a funny thing. There can be insurmountable genetic/structural barriers to gaining lots of calf size. If your calf muscle looks like a ball of muscle bunched up right below your knee you may never gain much size as there simy isn't any room between the attachment points.

I'm sucky I guess, even in terrible shape I have calves to make some body builders jealous. When I'm lifting they quickly expand to the point I can't wear some of my own pants.

Calves are more genetics than through a hypertrophy program. They can get bigger, but usually you'd have to be carry a heavy load on you a long time daily. People who get obese usually have big calves because their lower body has had to support the load for a long time.
Actually training may put on 1/2 inch, but even then there would have to be a lot of volume training to stimulate them.
