What kind of scale is the most accurate? The one I have sucks and I used to have a digital one but it would fluctuate as much as like 3 lbs ... like I would weigh myself. turn it off and back on and weigh again and it would be completely different. I feel like it wasn't accurate at all. any suggestions?

Balance scales aka the ones at the doctor..if you go to a gym they usually have balance scales which I weighed myself there & it's as accurate as the one as the digital one @ my house0

Here are some of the ones on Amazon that have good ratings:

I personally own both a Fitbit Aria and a BalanceFrom Body Fat scale (I don't think it's sold anymore). Both are exactly 1 lb apart (my husband likes to use the one that weighs him lighter). The aria weighs me 1 lb heavier than my doctors scale. Not to bad for a home scale.

If you want one for yourself, they start about $150 new, might be able to get used from an auction site.
Impetance based digital scales are notoriously inaccurate, since they dont actually weigh you, but calculate it based on inputs and resistances.
The average home scale is not built with the quality, or to the tolerance levels required, to be accurate to better than a 3-5 lb. range anyway, and are only good for trend comparison.

In my opinion that is all that is important. A couple pounds variation is meaningless for anything other than commerce. (buying and selling)0 -
I have a BalanceForm scale (not the one above) and it reads within 1 pound of my doctor's scale.0
