confused...building muscle on a calorie deficit?

I'm trying to lose weight while toning and maintaining my muscle mass. To shed pounds I get that calories burned have to be greater than calories consumed. But then to build muscle people advise to eat at a surplus and strength train? Can I still build muscle if I'm eating at a calorie deficit?
If it helps...I eat around 1400 calories a day, do 1.5 hours of cardio 6x a week and lift/bodyweight workouts 3x a week for 30 minutes.

With the exception of newbie gains, you won't be building muscle in a deficit. You can however maintain muscle by lifting and getting enough protein.0
