Losing pounds/ kgs but not inches

hey there! a while ago i was losing pounds as well as inches from my body but as of now i'm only losing pounds. Why is this happening?
Also i starting exercising and eating clean 3 months back and have lost a significant amount of weight (26 lbs) and lots of inches from my upper body but only 1 inch from my thighs and calf. Why is the weight not coming off from my lower body as well?

You can't spot reduce, it will come from where it chooses. As far as measuring, are you positive it's the same spot?
I don't even know how to comment on the "clean eating part". What does that mean?0 -
i'm sorry i meant i cut out all junk from my diet and started eating simple home-cooked meals.0

Ok first of all eating clean has nothing to do with weight loss, people can gain weight eating salad and people can loose weight eating nothing but burgers and fries all day long. In order to lose weight you need a calorie deficit. My guess is cleaning out your diet i.e. swapping bad foods for good ones led to a decrease in overall calorie intake which led to the weight loss. If you want to continue to lose weight then increase your deficit either by reducing calorie intake or by increasing calorie expenditure (activity)
The fat wont come off in a certain spot but will steadily come off all over its genetics and it sucks...I know just be patient and results will show remember rome wasn't built in a day0 -

What you eat, is irrelevant to weight loss. It comes down to CICO.0 -

It could be that you have a small amount of fat on the lower body and it is mostly muscle might not be toned but still muscle, just keep going and adjust you goals from time to time as your energy needs reduce with weight loss.0

At 70+ lbs down, I've lost 8.5 inches off of my waist and 7 inches off of my hips. Weight doesn't come off evenly.
When I was ~6 months in I had lost 38 lbs. I had lost 3.5 inches off my waist but only 2.5 off my hips. At one point I remember I had lost 6 in off my waist and only 3 off my hips. I have lost substantially more off of my lower body now that I'm super close to maintenance. In the early stages I was mostly losing off of my upper body.0
