Can't gain much weight in upper body?

I'm not sure how big an effect distribution has, but all my weight gain seems to go to my legs, arms and hips. This makes it very hard to make much progress in my chest area

Are you talking about lifting gains or general weight gain?
General weight gain includes a lot of fat (which does not have to be bad if you come from a low weight). Fat distribution is genetically determined, no way to influence where it comes on and where it goes off.
If you are talking about muscle gains from lifting, only option is to train that area more..0
