I have been going to the gym for about a month now. We do 30 minutes of cardio. We either do the stair master, elliptical, bike or treadmill. I level either machine pretty high to get my heart rate up to at least 85%. We then do an 1.5 of strengthening either free weights, resistance, Pilates or lunges and squats with weights. I have lost about 15 pounds but seem to be losing inches everywhere more than weight. Is this normal?

Inches are more important than weight! So nice work!

I think you answered your own question since you specified that yes, you are losing weight (and size).

But remember, it's more calories than working out when it comes to losing weight.

What and how much you eat determines your fat loss. Since you’re losing weight and, more importantly, size, you’re obviously doing something right. Exercise should be designed to help you improve other fitness modalities (strength, muscle mass, cardiovascular, endurance, balance, agility, speed, etc.).

I am on a 1300 calorie diet also. I am eating lots of chicken, veggies and a little fruit. Staying away from sugar and red meat.
