EZ arm workout with resistance bands?

I need to start a BEGINNER resistance bands aka, therapy resistence band-not actual exercise band-workout to get these jiggly chicken wings under control. Suggestions? Not as concerned with lower body as I'm cycling, but a ball workout with resistance bands is welcome!

This isn't what you wanted to hear, but exercises don't target fat or skin. For more on that, Google "spot reduction myth". Just keep losing body fat and your arms will shrink.
For strength training, i'd follow a standard, full-body strength program, including legs. Cycling is cardio, not strength training. Try the Nerd Fitness beginner's strength program (check google).
