Will weight plates made for 25 mm bars fit a 23 mm bar?

I am wanting to buy some online.

Oh and i see a different range of plates made from different materials. the cheapest is cement grip plates and a more expensive type is olympic bumper plates. Will this make any difference for me?

What are you planning to do with your bar?

Bumper plates aren't necessary unless you plan on dropping your bar from overhead, which I doubt with only 25mm sleeves.
