Trying to tone it up

how many days should i strength train? And how long should I focus on certain areas? I'm getting into lifting weights at the gym. My arms are a big insecurity of mine. I've lost a good amount of weight over 3 years and I never thought about toning. So now my arms have skin hanging on my under arm by my shoulders.

You want to start on a full body programme using compound lifts.
Have a look through the exercise forum there are plenty of programmes and lots of info there.
I do nerdfitness which is using ones own body weight.
Unfortunately a lot of people are left with ' bingo wings' loose skin in the upper arms after losing weight. It may contract a little, and resistance training will certainly improve your overall look.
