Why do some people choose not to eat back their calories lost during exercise even though they are on a diet consisting of a caloric intake based on their exercise?

When I eat the extras, it's because I'm hungry.

    When I don't, it's excuse I'm not.

I don't know that most people don't eat any. I'd guess most do. But if they don't, they may have other reasons. I'm just speaking for me. :)

I was told not to. However, I'm in the process of figuring out how many calories I actually need. I'm on 1680, but with my exercise I'm burning between 2700-3100 a day. A lot of the time I wasn't eating even 1200 a day, so now, I'm making it a point to at least hit the 1680, if necessary, will start on exercise cals. I usually have between 400 and 700 of those.
It's your body, do you need them? Do you have enough energy? Are you still pretty hungry? While there are guidelines, we still have to figure out what works for our own bodies.
