How do you gain strength with good linear progression while maintaining the same body weight?

I am currently on ICF 5X5 ? But everyone's consensus is that it's impossible to make linear progression without bulking.

I am no expert on strength gains, or bulking. I do however know that at some point making linear gains becomes impossible.
Also, the only way to stay the same weight is eat at maintenance.
Perhaps just try starting at maintenance calories, but up your protein to 0.8 gram per pound of bodyweight (or higher if you would like) to atleast try and make ideal circumstances and see how far you can get.

If you are new to lifting, you can make a lot of gains without a bulk. If you are not new to lifting, linear gains might be impossible at this point...

At some point you will exhaust your neurological adaptations. After that, the only thing that will make you lift more weight is either better technique or bigger muscles. The latter generally only happens in a calorie surplus.

sure... but i would really like to have a healthy relationship with food, coming for OCD of having to weigh everything while counting macros. Hence probably i will be intuitively eating and using my lifts as a gauge as to whether i'm eating enough. :)
