How train to reduce body fat and tone it up?

I am a 63kg, 5'10" ft young women with 26% body fat. I don't necessary need to lose weight but to reduce my body fat (which I bet it comes from my thighs) and tone up, gain some lean muscles, become more fit. SO, what would be the best cardio/strength training balance for my goals?

Eat at deficit, lift weights, do strategic cardio (low intensity mixed with high intensity). Eat lots of protein.0
