The great thing about the diabetic diet is it is an "everyone" diet the main crux should be portion control and balance and eating smaller meals.

Carbohydrate restriction cuts insulin overnight, T2DM is not just about weight loss and I doubt there's any evidence supporting "balance" or "smaller meals".

The GI and GL of green non-starchy vegetable is typically very low, bread is used as one of the reference materials for the GI test - it has a similar GI to white sugar.

calorie restriction is the heart of the diabetic diet! I've never seen anyone successfully lower A1C or fasting glucose without actively restricting calories regardless of diet composition. Also, we all know the GI has notorious errors including if you eat a piece of burnt bread it would be lower in the measured GI.

"The GI value represents the type of carbohydrate in a food but says nothing about the amount of carbohydrate typically eaten. Portion sizes are still relevant for managing blood glucose and for losing or maintaining weight"

Evidence ? The one reference achieved a paltry reduction "hemoglobin A1c level (−0.36%)" over 4 years by using an intervention with free meal replacement shakes etc. Or perhaps http://archinte.jamanetwork.com/article.aspx?articleid=226013 wasn't the evidence you were intending.

from http://www.nutritionandmetabolism.com/content/3/1/16 - 0.8 reduction in HbA1c in 5 weeks by modifying composition of diet without caloric restriction

We also know that bread is high in carbohydrate and GI and non-starchy vegetables are low in carbohydrate and GI. So there's very little chance of bread ever being better for blood glucose than non-starchy vegetables.
