Hardest time loosing 10 lbs

Hi I am cristy. I mostly eat vegan at home and vegetarian when i am out at someone else's home or out in town. I have been cutting back a lot on my beer in take like maybe 2 beers a week. I was at 154 till I went camping this week. The scale is just not budging, and I admit I'll exercise maybe twice a week. I have been counting my calories I did my bmr and I am keeping it at about 1300 when I don't exercise and eat the calories I burned if I do exercise. Ex. I burn 300 calories I eat them again. So that would put me at 1600 cal a day when exercising. I was told maybe I don't eat enough protein and too many carbs? Help me what do I do?!
