Tech question re: Can no longer view other people's friends?

When looking to add someone to my friends' list, I will check out their existing friends to see if they already have a lot, and if they are active. No point in adding someone who is not in need of more friends. So now when I click on "view all " on someone else's profile, MY already existing friends' list shows up. Is this a glitch that is being addressed?
