Not losing weight but getting leaner?

So this year I lost about 40 lbs just changing my diet but my previous weight left me at overweight on the bmi scale. So even now at a decent 102 I find that my BF % is at least 25% and I want to lower that. My body even though it's at a low weight is still skinny fat where my arms are jiggly, my stomach has a pooch. My hips are pinchable from the fat even though I can feel the bone I can't see it cause of how much fat my body has.

I have no idea how to go about to losing inches in my measurements. I heard cardio does little and I have to go more into strength training and lifting but I have not ever encountered that before so I have no idea what to do. Is there anyway someone can guide me? People say lift but like do I need to find someone to train me how to do things? I have only done cardio and nothing else.

    How tall are you?

    Look up Stronglifts 5x5 or New Rules of Lifting for Women. Do the routines written out three times a week while eating at maintenance.
