What strength training program is best for me?

Hey all I am looking to try a new strength training program (weights) and was wondering what programs you have used that work best for you. I am 21, 5'5, 130ish (sometimes lower) and I do at least an hour and a half of cardio each day, sometimes more as I frequently jog,bike,walk, etc. What programs do you guys suggest for someone who is heavy on cardio but wanting to get "toned" abs, arm definition, leg definition, etc. I am almost there just need a solid program to start seeing the results I want.
