accuracy in pace

Hello fellow MFP'ers. I have been walking as my main source of cardio for almost two months now and I guess you can say I'm confused as to how do I know the correct pace at which I'm walking.

My first question: 1) Is the pace you walk on a treadmill the same as the pace when actively walking outdoors? For ex: when I do 3.0 on the treadmill, I need to match that exact pace to have a 3.0 when walking outdoors?

Second question: 2) what are some of the best apps/devices that will read my pace?

I will always recommend FitBits. I love mine. It doesn't necessarily track "pace" though. My garmin watch and my phone (with GPS) will do that, though. You can figure out your pace by distance. If it took you 45 minutes to walk 3 miles (use google to map it if you must) then you have a 4-min pace. Personally I'd use my phone and "mapmywalk" if I was super specifically curious.

I use MapMyWalk and it will tell me my pace. You can also sync it to MFP.

I use this to work out the distance I have covered
    http://www.freemaptools.com/measure-distance.htm

And keep track of the time I was moving to work out the speed.

In half an hour the other day I did 4k, so thats 8km per hour.
