Fat Loss. Muscle Gain. No Weight Loss?

I've been working out on the treadmill. Brisk walks because that is my place of Zen, and no running cause my damaged crunching knees won't allow it. I do Zumba for about 20 minutes three times out the week. Can't go crazy with that cause my knees will swell. Then on and off with squats, bridges, different types of crunches (not the old school crunch) and my home made Ab Roller out of my husband's old weights that were sitting around. I switch all that around with different reps weekly. I even switch up the AB Roller with my Perfect Situp.
I noticed now that fat loss is down, love handles have shrunk, muffin top is teeny tiny and can feel tight sides and a hard belly when I press on my nearly flat (but not defined) tummy. My calf and thighs are toned. My butt has lifted and is more defined and round and it is awesome.
However, I've noticed on the scale that my weight fluctuates a lot by five pounds weekly. Sometimes not so much. By either gaining or losing. Yet my pants are now ridiculously lose and I now can show off a flat tummy.
Is that okay to be like that? Is it a good sign?
One thing though is that I'm naturally a hefty woman due to my wide hips. 32 waist with 45 hips. That size difference is natural though.
I've also been on a gradual weight loss by a solid five pounds every year. Once I lose the five pounds I don't gain it back. Right now it's jumping between 175 and 180. Sometimes it goes to 172 then jumps to 175.
Can anyone give some insight on what's going on?

    Sure, that is okay. Water weight and waste in your body lead to fluctuations. Obviously you are losing fat.

    Body fat measurement would be much better for us all than a simple scale, but calipers and body fat scales are inaccurate and DEXA scans expensive.

    Normal body weight fluctuations ... some water retention and tightness in the muscle mass you already had ... no new mass built (it doesn't happen in a deficit and is hard to do for a woman even under ideal, heavy progressive lifting, surplus eating situations).

    Most people have fluctuations on the scale. It's not a big whup. Don't worry about that. As long as your lows get lower, you're losing weight. :)

    You are losing inches - congratulations :)

    The scales can show all sorts of results. Last month for example, I 'only' lost 2 lbs and was a bit annoyed about the fact - until I measured myself. I'd lost a total of 8 inches! The scales are great for staying on track but aren't the best recording method. You're doing great!

    Same had happened to me. Not a big jump on the scale, but had lost 5 1\2 inches on my waist with about the same results you had.
