Losing fat

I have read a lot about people saying that they may not be losing weight by doing exercise/controlling calories but certainly losing fat and show some statistics in percentage. I can measure the inch losses !! but how to measure fat loss ? Is it so easy to measure the fat or loss of it in the body ? Can anyone plesae educate me on this front ?

    It`s not weight, its shape. It`s easy to recogonise how much muscle/fat someone has if you look at their shape and stop obsessing over scales!

    Thanks Cherry for the reply but I have seen people putting the numbers in percentage that they fat loss is 20% or something like that. Thats where the question comes, how to measure the loss of fat ?
