I guess that depends on what your goals are. Now, I'm not sure why you have such an extremely low goal for body fat %... That's an exceptionally low goal even for a male. Unless you are a professional body builder and on an aggressive cut, 9% is very low. That is about mid-range for a professional athlete, and the maintain that through rigorous training, and also tend to be high in weight. Your current weight appears to be in the low-mid range for your height, and I guess if you walked into a gym and said you wanted to bulk up and get some good definition on your muscles, it makes perfect sense to me why they would say you needed to make some gains as well as put on some fat. You will struggle to build any substantial muscle mass if you don't allow yourself to gain.

Just because a person has a body fat percentage in the healthy/average range (which is that 20% rating) doesn't mean they can't have muscle definition. Body fat is not a bad thing... it is essential to your survival, and if you want to have strength muscles and not just vanity muscles, you're going to need fat.

He could be suggesting a bulk, so not 10 kg of fat, but 5 kg of muscle (and 5 of fat, because at best you can gain 50/50).
Then after possibly a cut to reduce fat, and be more muscular.

When it comes to muscles and weight, very muscular people are often heavier than they look. According to BMI they might be overweight, but their bodies will look awesome. Since you are not very small, you probably need more mass for a muscular physique.
I suggest you visit the must read post at the top of this forum, amd check out the guides to bulking.

Your life, your goals. If you want to have a six pack and a good amount of muscle mass, then you might want to find a new trainer because as a male, at 20%, you won't be that slim, especially if you carry your weight in your stomach. You could easily weigh 180lbs and be very fit, but it will take a few years to get that way. And if that is a current pic, I would probably cut down a bit (with a very small deficit) and lift big.

If your trainer wants you to gain weight by gaining muscle that's fine, the problem I have is that he didn't make that clear to you. It's not hard to explain the concept of bulking to put some muscle on before cutting to reduce body fat, but if he can't do that he's a moron and I'd dump him and get someone else.

He may look "muscular" with 20% body fat, but I would seriously doubt that he has or will ever have a 6 pack with 20% body fat. The body fat percentage that abs start to become visible can vary a lot from person to person, but 20% is really high.

I have been told by guys who use to be very overweight, but now are very lean with 6 packs, that they couldn't get really lean during their first cut. It took 2 or 3 rounds to get into the single digit body fat range. That's where I'm at now, I'm 5'8" and about 159lbs (72kg) and I've been hovering around 13.5 - 14.5% BF (21.5 - 23lbs) and I do not have a 6 pack yet. I'm thinking that I'll do a bulk soon and then go back to cutting to see if I can get below 10%.

This. Your trainer may be thinking that you don't have a lot of muscle mass (at least it appears that way from your photo), so you may need to bulk at some point at least a little bit to see the definition you want. That said, you probably would want to get a little leaner than that before bulking. Or you could lean down a little more and then recomp, although it would be a long process. But since you don't want to put on a lot of mass, it could be a good way to go.

Are you sure you listened to him and understood?

Is he suggesting that you bulk .. build muscles, which is what you need to achieve your goals from what you've said.

You would put on scale weight bulking - or you could recomp

How have you measured your BF? Is your profile a recent pic?

I'd cut down to about 10% BF before starting a bulk like he's suggesting.. But I would definitely bulk after cutting. You're going to need more lean mass to achieve the body you're describing.
