Belly fat

Hi.

My weight is 140 and height is 5'4. I am still trying to lose about 10-20 more lbs. my most problematic area isy belly. I really look like I'm 4-5 months pregnant. I started eating less carbs and I run.... Of course I also do crunches, planks... All u can think of. NOTHING. It is so so hard. Any suggestions on food/exercise? Im suppose to eat 1200 clas per day according to MFP. I usually stay within the goal unless I workout and then I usually eat back approximately 200-250 cals more but still eat in a deficit (this refers relatively to the workout. For instance, if I burned 800 cals I sometimes eat about 200 cals in addition to the 1200. If burned 500 then usually I go over by 100 cals and then if eat 1300. This is due to hunger issues during workout days).

Any suggestions? :)
