Am I Ready To Bulk?

Hello Fitness Friends!!
I am a real newbie to the health & fitness world and need some advice from people more experienced than me.
I've managed to lose 18lbs in the last few weeks and I am now 10st 13lbs and I'm at 31% body fat.
I would like to reduce the size of my arms and trim my belly a little bit more, I would also like to grow my glutes (and not lose too much fat back there).
I'm not sure how long I should keep 'cutting' or if I should start focusing on building muscle (arms, abs & glutes) which requires upping my calories??
Any advice would be greatly appreciated, like I said I'm really new to this so please drop your knowledge on me ☺️☺️☺️

as a female you should cut down to about 22% body fat and then run a bulk ...you may be able to run one at 25% ..the reason for this is that females tend to put on a bit more fat during a bulk than males do, so it is suggested to get your body fat to the 22% range....
what are you using to estimate your current body fat %?0 -
How tall are you? Also, are you following a structured lifting program yet?0

Females should start bulking when their body fat is below 21%. It is suggested that they consider waiting until 18%. The highest a female should get on a bulk is around 26%.
Your body fat is too high to consider bulking at the moment. You should be following a structured lifting program while you continue to lose fat. This will help you keep the muscle you have, that way you aren't starting bulking with even less muscle.0
