Body fat % loss v weight loss

So over the past 3 weeks my body fat % has gone from 28% to 24% and yet I've only lost 2lbs. How does that work? Have been gaining muscle instead of losing or something (I know a lot of you say gaining muscle whilst losing is impossible)? I can only think I've been eating too much so maintaining and instead gaining muscle

Your method for obtaining body fat is probably inaccurate. I'm going to assume you used a scale with bf%. Even calipers aren't reliable.0
