Needing some ideas...

Ok so before I lost all my weight I was 51'' around my butt and it was round. Now I'm about 40'' and i have a flat spot right in the middle both side. Anyone know how to fix a flat spot, and just not a flat butt?

Also, I have no hips yet I have love handles. I understand love handles are considered belly fat, and you can't target just a certain spot of your body to lose weight. Well I don't have many more spots to lose weight other than my belly and inner thighs. So my question to anyone is just more cardio? or more toning of my muscles? or both?

Any ideas appreciated!!
