Finding it hard to build upper body muscle

Lately I've been trying to work on my arms and chest a lot more, but I just haven't had as much success as with my thighs/butt etc. Maybe someone experienced could recommend a plan, or just some advice. Thanks!

    Focus on big compound lifts plus patience, lots of patience.
