Isn't belly and abs the same thing?

Why not exercise the whole body instead of specific body parts? The arms need strength training just like the legs and core. Do you have weights or are you looking for body weight exercises? Need more info.

you're going to be far better off working your body as a whole in that, that is the way your body functions. any solid program is going to have it's foundation in compound movements (squat variations, bench press variations, dead lift variations, over head press variations, row variations) and from there may incorporate some assistance and isolation work...but isolation work shouldn't be the emphasis. most body weight exercises would be considered compound movements as well.

also, you can't spot reduce in certain areas...just not the way it works. and "toning" is a bit of a misnomer in that "toning" is really just cutting the fat to reveal the muscle underneath. to that end, you have to have muscle to reveal once the fat is cut which is where the resistance training comes in.

if you don't have equipment, your best bet is body weight work. look into things like "You are Your Own Gym" which will provide you with some general guidance on various body weight exercises along with variations of those exercises from beginner to more advanced variations of the same movement.

fork put downs, plate push-aways and soda sink-pours are the best home (willpower) exercise to get definition on your body. You're going to want to reduce overall body fat %, not target specific body parts.
