Treadmill and toning

If I up my protein and wear ankle weights while walking on my inclined treadmill, can this tone my thighs? I can get lazy by doing simple thigh workouts and rather just keep doing cardio but want to tone up.

sorry, doesn't work like that.
If you want to do a simple switch that is a little more difficult, i suggest the stair master instead.0 -

walking, doing cardio, is not going to do what you want.
You need some sort of strength training. Even with the suggestion of the stair master, it's still probably not what you want.0 -

OP you have made a lot of posts recently which leads me to believe you have been reading the stickies or at least reading the responses to your post. You know you need a calorie deficit to slim down and lose fat. Exercise such as cardio creates a larger deficit. Exercise such as heavy lifting helps you maintain muscle, which will give you the "toned" look you desire as you lose. Pick a goal, understand how to accomplish it, and train and eat to be successful. We can help you do so but you must understand the basics of fat loss/body composition first.0

you can lose fat, but you don't choose where you lose from. You need to lose overall. This comes down to being in a calorie deficit. You can achieve that with diet alone, or a combo of diet and exercise.
But usually, when people say "toned" they will need to do strength exercises to get there.

Exercising on a steep incline, slow walking does help tone somewhat but not enough...0

I don't know, my legs are pretty tight.
I've been walking at an 8% incline at 3.6mph. Once all the flab is gone from the inside of my thighs, I'll have some killer legs. I can feel it in my butt too.

It doesn't have to be complicated. There are 4 or 5 basic lifts that will work your entire body and build muscle. Combine this with a good diet and some cardio and you will be set for life.
Check out some of the better lifting routines to get you started (5x5, New Rules for Lifting, etc.). You don't have to spend hours in the gym or on cardio equipment and you don't have to starve to get the body you want.

You want to tone up? (No such thing as "toning") Then consider weight resistance training on a CONSISTENT basis.

Are you near your goal weight, in other words, you have almost no more weight to lose? Do you have disproportionate amounts of fat on you thighs? If so, I would concentrate on losing fat through a targeted eating plan, doing cardio (without the ankle weights), and doing selected weight exercises for the legs.
There's a bias against the word "toned", but everyone knows what it means when women use it. It means being firm without having extreme muscle definition.

This is a recipe for injury. Don't do this.
Calorie deficit to loose fat (over all, can't target where the fat comes from).
To "tone" means to add muscle (requires slight calorie surplus and lots of protein and a workout like this:https://www.youtube.com/watch?v=lFD9I2cFPyI
