Is it better to do chest workout with biceps and shoulders with triceps or the opposite?

It's best to follow an established program. I'm sure someone will be along with a great list of some.
Personally, I'm a bencher on custom programming and everyday is a bench or bench accessory day. Yes, even squats and deads for me are considered bench accessories.0
