My main goal is to build strength along with some lean muscle mass. However I would like to develop aerobic endurance as well with cardio. Would training HI IT during off days from lifting be too taxing on the CNS? Thoughts please.

Nope, you can probably train an extra 2 days a week on HIIT, I was up to 3 days a week on weights and 3x 20 minute HIIT sessions a week while in a calorie deficit on the end of my last cut and didn't notice any overtraining symptoms. Everyone is different, so I would suggest adding in a day at a time and see how you feel.

Test it out yourself. I personally have gone down the route of overtraining and its no fun
