So if I use my gazelle or recumbent bike 3x a day for 20 minutes each time that would be just as good as doing it for 60 minutes at once?

For health purposes, not really. The goal of cardio is to have an increased heartrate for 30+ minutes0

But you will still get lots of benefit from it. Especially if it gets you to do it vs not.0
