Losing More to Ensure you can Maintain?

I'm so excited. I'm officially 7 lbs from my goal weight, meaning I've lost 35+ lbs. I'm so close to victory, I can smell it. Now, mfp friends, I've heard some chatter that if you want to maintain your goal weight, you actually have to lose 5-6 more pounds than your goal off your body to stay at your goal weight, with small amounts of fluctuation.

Is this true?
