How do I tone?

Okay so from what I've been reading a "Tonned body" is low body fat, and high muscle. I am 6'0" and 180 pounds (24 BMI IIRC) I was wondering if my best bet is to lose say 10 pounds, and gain it back in muscle or if I should stay at my current weight while muscle building? I'm sorry if it's a dumb question, I'm new to this whole fitness thing.

You don't "tone". It's a word with subjective definition from person to person. You want to looked more defined? Just lower your body fat %. Not so defined, increase it. Want more muscle? Calorie surplus along with a progressive resistance lifting program.
