I have been eating 1/3 cup of brown rice with my dinner, which normally is around 6:30 p.m. I have notice that when I stop the brown rice and just eat protein and vegetables my weight starts to move down again. I thought that Brown Rice was complex carbs but I guess I just cannot do any kind of carbs at night, even though vegetables also has some kind of carbs in it.

Lots and lots of things can cause daily fluctuations. Too much sodium, alcohol, time of month, bowel movements.
    * I peeked at your diary. Yesterday you had almost 4,000 mg of sodium. Could that have done it?

You lose weight based upon calories not carbs. You lose weight based on calories not the time of day you eat those calories.

Perhaps your weigh in included more water weight (during your brown rice days) than it did during your no brown rice days. Seriously, weight fluctuates day to day. Time of month, high sodium meals, sore muscle retain water....lots of possible reasons for weight fluctuation.
