Is there a way I can keep my stomach flat as it is right now but trying to gain some muscle in my legs and butt? Well overall gaining muscle but keeping my stomach as flat as possible?

You could try to eatting maintenence. For the best muscle growth results you want a calorie surplus which obviously comes with some fat.
You might want to try maintenence and see what kind of strength gains you can get from that. When I went from a deficit to maitainence i definitely noticed a big difference in energy and my ability to get stronger. Then when you stop getting stronger go to a small calorie surplus.
Also make sure you have a good lifting program.0
