Optimum heart rate?

When exercising I have my hrm set to a zone of 130-170ish, but I'm wondering if that's too big of a scale? When I get over 170 I definitely feel my head pounding. Which means I slow back down to the 150-160 range. But is it not enough for fat burning? I'm 5'5" and about 200lbs and 24 years old. I watch my heart rate while working with free weights and cardio.
