Does quoting a person up here send that person a message so they know you're talking to them?

Does the quote feature really do anything? Ive quoted people thinking its the only way to let the person know you're talking to them, but someone quoted me once and i was never notified. If it does nothing then how in a thread do you speak to one particular person like in response to something they posted on someone else's post?

@shadows2424 No. Quoting doesnt notify the person, you have to tag them using @(their name)
