Heart Rate Problems

So i've been hitting the gym for almost 2 years now lost alot of weight and everything (Used to be 400lbs+ currently around 270 with 25% Bodyfat) I've bulked the last couple of months and haven't been doing alot of cardio.
Around a month or so ago i started my cut again and started doing 60 mins of cardio a day (20 of those HIIT Cardio the rest normal) and i noticed my heartrate won't go up.
The bikes in the gym have 25 "Levels" 1-7 is mostly downhill 7-10 is flat and everything higher is upwards i usually do normal cardio on 13 and when i do HIIT i do 1 minute on 10 and 30 seconds on 15-17 but my heartrate won't go higher than 120 unless i go as hard as i can for 10 minutes plus (even then it's only on 140)
Is that good or bad? I've been wondering if maybe i should consult my doctor about it
(Bloodpressure and everything is normal and according to my doctor i have perfect health last time i got a check up)
Any help and Recommendations are appreciated

How's your breathing doing during this? Are you able to converse normally and without pause, or are you gulping down air to keep up?0

Usually my breathing is completely fine, usually talk to my workout partner during, except when i try to get my heartrate up and go full power for 10 minutes then i have to concentrate on my breathing.0

^^^ this and.....when's the last time you changed the battery in your HRM transmitter?
Does your heart rate go up to what you'd consider normal for the level of perceived exertion for other cardio activities? (It's not unusual for your HR to be lower for the same PE on a bike compared to running - I did an hour of interval on the bike last night and my avg HR was 129)

Well i do walk around 15-20KM on a daily basis, and the Bikes in my gym are around 1,5 Months old so i doubt something is wrong with them. But even when i run my HR won't go any higher than 120 unless of course i sprint for a longer period of time.0

If you're able to converse fine, except when you dial it up, it sounds like you're working at the right intensity. Seconded re:check your HRM battery, and do some manual testing too. It's not hard to look at the watch for 15 seconds and count the beats. This will give you the needed sanity check on your HRM.0

Have you tried measuring heart rate doing other activity levels?
I can't consistently get my heart rate above 150 on a stationary bike. But when I run I AVERAGE 165 bpm or so, and it doesn't feel impossible. I think I lack the muscles etc. to really challenge my cardiovascular system on a stationary bike. Maybe try walking both slowly and quickly on a treadmill with HRM and see what you get for comparison sake.0 -
I had heart bypass quad a year ago afterwards my resting rate was over 80 at 3 mph it was 145+
Since I started a lot of cardio, I walk/run over 100 miles a week. I do a 5k every morning. I have my weight down 50lbs to 160.
Now resting it is under 60 usually 56. My workout rate at 3 mph around 80-90 depending on how long. At 9 mph for 2 minutes my rate does get to 150. I jog at 6 and every 2 minutes do a 9 mph 1 minute blast. Never go over 150 and talk to my son walking beside me.
The more you get into shape the better your heart rate gets. My son goes 8 mph for 40 minutes and only hits 140's0
