When I am doing cardio, am I better off aiming for the "low intensity heart/fat burn rate (which is about 115 for me) or the cardio heart rate (approx 138 for me). My goal is weight loss/fat burn.

The harder your exert yourself, the higher your calorie burn will be.0

Heart rate zones are over-rated. I frequently run at what I would consider "moderate effort" for over an hour, and my Fitbit records it as mostly "peak" heart rate.
How much time do you have? Keep your exertion just low enough that you can keep going until your time runs out. That will maximize those cardio calories!0
