Can Herbal tea count as water?

Can herbal tea count towards water? There's 0 calories 0 caffeine 0 carbs just great flavored hot water so does it going toward my water totals?

    That's how I count it. Some of them might have extra vitamins but generally I ignore those and simply log it as pure water.
