Congrats on your second half marathon!!! I'm going for my first full in the Fall. If you'd like to get faster I suggest incorporating some speed training or hill training.

More miles, more miles, more miles... I always say the best thing that ever happened to my half marathons was marathon training.

Also, pick a race that is well suited to fast running - cooler weather and not too hilly is probably a better call than middle of summer on with a bunch of crazy hills.

Exactly this. How many miles are you running in your long training runs? How many miles weekly? That makes a big difference in your time and endurance. I was just running 100 miles Jan and Feb but I picked it up to 149 in Mar, 163 in Apr, and 177 in May. I was sick part of this month so only 126 miles. The more miles I ran the easier these longer runs became.

Running that distance shouldn't be a challenge. The challenge should be in maintaining a good pace. I'm doing a 13+ miles run at least 3 times a month. If you're wanting to get under 2:00 then you'll have to do more than a just a single 10 mile run before the race. Don't even worry about the pace on these longer runs. Just pick a pace that you can run without killing yourself and where you can still enjoy the run. With this strategy you'll be running further more often, recover more quickly, and you'll eventually pull your pace down to where 2:00 isn't that big of a deal.
Also, pick a race that is well suited to fast running - cooler weather

Cooler weather helps a lot too. I did a practice 15 mile run in the middle of May at an 8:35 pace (~1:52 half marathon) and my average bpm was just 157. Yesterday I did 13.1 at an 8:50 pace (~1:55 half marathon) and had the same average heart rate. The difference was that it was 55 degrees out in May and 75 degrees yesterday morning. I've probably actually improved my endurance since then but with it being 20 degrees warmer it just doesn't show.
