Gaining weight and losing fat

I'm trying to gain weight weight in my butt and thighs but I have a belly. Do I really have to do one at a time (gain weight first and cut later) or is there a way to do both at the same time?

I'm 5'1 started out weighing 95ibs and currently 103ibs

    For any substantial gains or losses, yes, you will need to focus on one or the other. You could eat at maintenance and lift for a while (recomp). It'll be slower though.
