It broadly depends on which Navy, how much you have to gain, and what your current fitness level is.
Are you able to pass the entry fitness tests at the moment?
What you've got to do is reconcile the need to pass the medical, and pass the fitness tests.
The answer really comes down to:- Calorie excess
- Running to help with the fitness test, and new entry training
- Resistance training of some kind to optimise the gain towards lean mass
fwiw most training in new entry will be bodyweight oriented, so personally I'd recommend that rather than weights, but the latter will give you more assurance around the body composition aspect.0
