Not sure what to do at this point

I've lost almost 90 lbs over 2 years and started lifting weights about 8 months ago.
I'm 5'7" 142 lbs
I started at 230lb

I'm wondering what you guys think my body fat % is and how much of my belly is fat and how much is loose skin. I want to eventually stop losing weight and bulk, but am having trouble figuring out when would be best since I want to be pretty lean before entering my first bulk. My initial goal was 130, but I'm starting to fear this is mostly skin- but I'm not sure.
Let me know what you guys think.

    That's mostly loose skin for sure. 140lbs is not heavy at all for your height. Start to slowly bulk and hopefully when u start toning and putting on muscle it will fill out some of the excess skin. Well done with the weight loss
