Losing weight but not inches

Hello 
I've been logging since 9th Feb this year (started MFP later than that).
Since then I've gone from 166 to 158 losing the weight pretty much regularly except for around my period.
I'm 35, 5'8 and on 1200-1300 cal/day without any exercise due to health issues. Lately I haven't been able even to walk.
I'm pear shaped - as in small breasts, if you see me from the waist up you'd think I'm slim. Below that is a different story.
I've been taking measurements pretty much every week since and I measure my waist, hips and thighs. They have never moved a millimetre since.
They are:
waist - 91cm
hips - 110cm
thigh - 66cm
My trousers fit the same way too.
Do you think if I don't gain much upstairs I could have lost all these 8 lbs just from there?
Why would this be the case? If I don't gain much there why am I losing all the weight from there first? Has this happened to anyone else?

A month really isn't long enough to notice a drop in clothing size, at least it isn't for me. And the measurements are hard to take the same way consistently. If the scale is dropping over time, then that's a good indicator that you're losing fat. I think it took me about 15 pounds to notice a clothing size difference and around 25 lbs to need to buy new clothes.0
