For meats, is the weight pre or post cooking? i.e. Pork Chop Loin Bone-In Pre-cooked weight with bone 1 lb. Cooked weight with bone removed = 7 oz.

The good entries (USDA) will specify cooked or not (and how cooked). Use the one that corresponds to the state it was in when weighed. If it's boneless I weigh before cooking and use a raw entry; if it's on the bone I use the cooked entry (since the bone weight should not be included).
To see what the good entries look like and learn to recognize them, look here: https://ndb.nal.usda.gov/ndb/foods0
